should elephant be culled? should man play god as to which animals to be killed?

I strongly agree with this issue. In my opinion, elephants should be culled because the cost to care the elephants is so high while the welfare of human at Africa is lowest. so, if the elephants be culled, it can save the budget for the animal welfare and can spend more money to helped African welfare.
